The Official Community Plan (OCP) and Sub Area Plan (SAP) can proceed simultaneously as the documents work in sync. Inserting the SAP as a schedule within the OCP ensures that it will remain in force for the full extent of the development lifecycle. The placement of the SAP in the OCP also enables amendments to either document or both simultaneously. Over time, if something comes up during or after the OCP review that is applicable to the SAP, it can be incorporated into the SAP as well. The SAP uses the same information and inputs as the OCP, such as the Housing Action Plan and Climate Action Plan. The OCP and SAP inform each other as they work at different scales thus ensuring that all aspects of potential amendments will be applied to both.
Background
The Nkwúkwma Sub-Area Plan has been prepared in response to an Official Community Plan Amendment and rezoning application by Skénkenam Limited Partnership on lands formerly known as the Benchlands.
In 2007 the Village of Pemberton initiated the Benchlands Neighbourhood Plan process, which led to the ultimate designation of the land as Residential Neighbourhoods in the Official Community Plan and Residential Single (Detached RS-1) zoning. The lands have since been purchased by a subsidiary of Líl̓wat Nation and the Sub Area Plan represents a revised approach to the development of the land with a broader mix of residential uses, but a similar density of up to 450 dwellings.
The Sub-Area Plan will be a schedule to the Village of Pemberton Official Community Plan and apply new policy guidance and development permit area guidelines specific to the lands and the proposed development.
The first draft of the Sub-Area plan has been released for public review. To submit comment use the comments section below or email developmentservices @ pemberton.ca
